How are planning policies monitored?

There are three main documents that we use to monitor planning policies in the East Riding.

• The Annual Monitoring Report (AMR) monitors a wide range of policy and development information including housing, business and retail development
• The  Employment Land Monitoring Report (ELMR) which monitors the amount of land identified for future economic development
• The Housing Land Supply Position Statement (HLSPS), which replaced the Strategic Housing Land Availability Assessment (SHLAA) monitors a range of housing land information including the position with the 5-year supply of housing land.

What is the Annual Monitoring Report?

Annual Monitoring Reports (AMR) provide an update on progress with the East Riding Local Plan and considers how well planning policies are being implemented. This includes collecting and analysing a wide range of data such as house completions, amount of available land for employment uses and installed renewable energy capacity.

How is employment land monitored?

The annual Employment Land Monitoring Reports (ELMR) provide information on the level of provision of employment land throughout the East Riding of Yorkshire as of the 1 April each year. This includes both undeveloped allocated land, and new sites granted permission.

How is house building and housing land monitored?

House building and housing land is currently monitored through the Housing Land Supply Position Statement (HLSPS). A summary of housing indicators is also provided in the Annual Monitoring Report (see above).

How is retail development monitored?

Retail development in the East Riding is monitored through the Annual Monitoring Report (see above).

How are developer contributions monitored?

The latest Government Community Infrastructure Levy Regulations came into force on 1 September 2019. These new regulations introduce the requirement for the council to publish an Infrastructure Funding Statement (IFS) annually by 31 December.

The IFS sets out how developer contributions have been and will be used to provide infrastructure within the East Riding. This funding has been secured through developer contributions from planning permissions. The latest IFS for the period 1 April 2020 to 31 March 2021 is available below:

The Government requires all local planning authorities to publish their developer contributions data on a regular basis and in an agreed format. The council publishes its developer contributions data annually in three CSV files which are provided under the Open Government Licence (external website).
